Brendan Carr plans to let broadcast giants dominate the airwaves

The Federal Communications Commission will vote on August 6 on whether a single company can own broadcast stations that reach more than 39 percent of US TV households. Republican Chair Brendan Carr announced the plan in a Breitbart op-ed on Wednesday. The vote would end the national ownership cap rule, which was meant to stop one company from controlling too large a share of the broadcast audience.

The rule at issue is a hard national limit: no single owner may reach more than 39 percent of US TV households through the stations it owns. Ending the cap would remove that ceiling and let one firm assemble a station portfolio above that share. The FCC will decide the change in a formal vote next month, on the date Carr set.

For engineers and builders in media, distribution, and ad tech, the cap is a structural constraint on how large a broadcast footprint one company can build. If it falls, station groups can consolidate reach, centralize programming and sales, and push more inventory through shared systems. That changes who holds the pipes for local TV inventory, affiliate feeds, and measurement, not only who owns the licenses.

Carr’s move would favor large broadcast groups that already sit near the limit and want more scale against streaming and national digital ad platforms. Smaller station owners and independent groups would face heavier pressure from buyers that can cover more households under one roof. The fight is over concentration in over-the-air TV at a time when reach still matters for news, sports, and political advertising.
