Meta and BlackRock announced a strategic venture to finance the development and operation of a data center campus in El Paso, Texas. The deal pairs Meta’s demand for large-scale compute capacity with BlackRock’s capital and project-finance capabilities. Per Meta’s Newsroom, the arrangement covers both building and running the campus, not a one-off lease or pure real-estate play.
Structurally, the model is a financed campus: BlackRock-side capital underwrites development and operations, while Meta anchors long-term utilization. That splits risk across construction, power delivery, cooling, and ongoing ops rather than leaving the full balance-sheet load on Meta alone. For builders, the important product mechanic is capacity that can be staged as power and interconnect come online, instead of waiting for a single fully self-funded site.

For engineers and platform teams, El Paso capacity is another regional option for training, inference, and storage workloads that need proximity to western and southwestern networks. Campus-scale sites affect where teams place latency-sensitive services, how they plan multi-region failover, and how they size interconnect and power reservations. Anyone designing GPU or high-density CPU fleets should treat financing-backed campuses as capacity that may arrive in phases tied to utility and grid milestones.
In market terms, hyperscalers are competing as much on power, land, and capital structure as on chips and software. Pairing with BlackRock puts Meta in the same financing lane as other large cloud and AI operators that use external capital for multi-billion-class infrastructure. The El Paso location also sits in a corridor where power availability, land cost, and fiber routes matter as much as headline cluster size.
Watch for follow-on detail on power contracts, phased go-live, and whether Meta treats the campus as dedicated capacity or shared infrastructure. Also track whether similar Meta–BlackRock (or peer financier) ventures expand to other metros, and how El Paso interconnect and utility timelines line up with Meta’s published capacity plans. Those signals will decide when this campus becomes a real placement option for production workloads rather than a financing headline alone.
