EU Designates ChatGPT and Reddit as Very Large Online Platforms Under Strict DSA Rules

European Union regulators have formally designated OpenAI's ChatGPT and community platform Reddit as Very Large Online Platforms (VLOPs) under the Digital Services Act (DSA), following monthly active user counts exceeding the 45 million threshold across the EU.

The designation subjects both platforms to the EU's highest tier of digital safety regulation. Effective immediately, OpenAI and Reddit must perform rigorous systemic risk assessments covering elections, public security, content moderation algorithms, and potential risks to minor safety.

Under DSA provisions, designated services face strict mandates regarding algorithmic transparency, ad targeting restrictions, and mandatory data access for vetted academic researchers. Non-compliance carries potential fines reaching up to 6 percent of annual global turnover.

Industry analysts highlight that OpenAI's inclusion as a VLOP marks a pivotal moment in AI governance, establishing legally binding obligations for generative AI consumer interfaces operating within European jurisdictions.
